sudha, I am always ready to show how to draw on photo shop.here I try to explain in simple way.1.open new layer.2.put dots using brush or pencil.3.In next layer begin with pen.4.stroke path with brush too.This is the method I used .I will try to show with example.

Nice pulli padikkolam Suba, if the base was light color it will be more bright, I think.
