I think this can be made using either with 11-6 or 15-8 or 19-10 even without rotating.

Beautiful (dotted) kolam for a change JKM. Looks really attractive. Like Brindha said I think 11 - 6 and 15 - 8 interlaced dots would be best matched - let me try it out and see :)
