Quite interesting, but not surprising. When the temperature falls below zero (32 F) degrees, water freezes. But I think the amount of water must not have been large. If it is large it will take lot more time to freeze. In the early eighties, we were in Indiana. Winters can be very severe in the mid-west. We had once for a few days temps between -20 and -30 F (-30 to -35 C
and windchill at -80 F (i.e. about -60 C). During that time the entire river Wabash froze and the adventurous ones skated from one bank to the other! Also due to anomalous expansion of water, sometime water pipes burst in winter, even in Delhi and Chandigarh.

The children and perhaps the adults too will never forget the experience of seeing a frozen waterfall. When we were in Connecticut, we had only washer but no dryer. We used to dry out the clothes outside. Overnight it rained and then it froze. When we woke up we saw the clothes stiff and straight and long icicles at the end. Imagine a frozen pair of pants with long (about a foot) rods of ice at the end!

The volume of water flowing in the river is too great for it ever to freeze unless there is a logjam of ice at the upper end. But during sever winters the river below the falls can freeze. Here are some photographs about these facts of the Niagara falls - http://urbanlegends.about.com/library/bl_niagara_falls_frozen.htm .
