I haven't heard of anyone in the Vancouver area who teaches kolam.

You can find kolams/rangolis during the festival season like Navrathri, Onam and Diwali in public celebrations and in community gatherings (and ofcourse in people's homes). I suggest you to check out the dates for these festivals online during the months of September up until December. All the festivals that I've mentioned above occur during these months.

Once you know the dates, you can call up the hindu/Indian community centers in your area and find out the details of the festival celebrations and the different programs.
